One Dr. lowers my dose if reads high, and another Dr. does the opposite, which is right?

I am on a cancer anti-hormone pill called Tamoxifen from where I had Breast Cancer in 2005. To be honest, surgery, and radiation was a piece of cake compared to how I feel now. I have tired heavy legs, sore muscles in the back of my legs, cramps, have had buring in legs, and cannot bend them at all. I have been to doctors that say I have RLS, orthopedics that say it could be my back (but it doesn't hurt in my bsck), had the 3 injections, just had a nerve conduction test that should nothing wrong with muscles or nerves---I am at my witts end!!! Could it be underactive thyroid? I can't take any hormones at all because of the breast cancer . I can't sleep, tired all the time, no enthusiem at all, very depressed. I have always been very active. Help me please!
